PHMSA Data Public Meeting

PHMSA has announced a public meeting to discuss the use of collected data from operators to improve pipeline safety. This meeting will be held September 18th & 19th in Houston, Texas. Remote access will not be available, however, they will record the meeting. PHMSA Modification to Gas Incident Information Collection Process

PHMSA is seeking public comment by September 12, 2025, on proposed changes made to the instructions for Form 7100.2 Incident report – Gas Transmission, Gas Gathering, and Underground Natural Gas Storage Facilities. The proposed changes specify that the activation of compressor ESDs and relief valves do not need to be reported if they operated as intended and/or in an intentional manner to release gas. However, PHMSA also specifies that the activation of a compressor ESD or relief valve may still be an Abnormal Operation or Safety-Related Condition, in which case the relevant investigation and reporting requirement under those sections still apply. Direct Final Rule Public Comment on MAOP-R Records

PHMSA is seeking public comment by September 8, 2025, on Direct Final Rule (DFR) Pipeline Safety: Clarifying Recordkeeping Requirements for Testing in MAOP Reconfirmation Regulation. This DFR states that requirements specified in 49 CFR 192.517(a) for pressure testing do not apply retroactively when determining the applicability of the requirements for maximum allowable operating pressure (MAOP) reconfirmation.
